A Bill may be introduced in either House, except Money Bills which must originate in HoR. Bills affecting provinces must be sent to provinces. Constitutional Amendment Bills require 2/3 majority.

Any MP can introduce a bill. Money bills (budgets, taxes) start in HoR only. Bills affecting provinces must consult provinces. The hardest bills to pass are constitutional amendments - requiring 2/3 of both houses. RSP at 183 needs just 1 ally for that.
