Annual Budget (Estimates of Revenue & Expenditure)
The Finance Minister shall present annual estimates of revenue and expenditure to Parliament by mid-May (15 Jestha), including expenses by ministry and whether previous spending objectives were achieved.
By mid-May every year, the Finance Minister must present the full annual budget to Parliament — not just numbers, but also a report card on whether LAST year\'s spending achieved its goals. Every ministry\'s allocation is spelled out. This is the single most important parliamentary event of the year — it determines where Nepal\'s money goes.
