Procedure for Passing Bills
After HoR passes a bill, it goes to the National Assembly. NA can return it with suggestions within 2 months for regular bills, 15 days for Money Bills. If NA doesn\'t act in time, HoR can proceed to presidential assent.
Once the HoR passes a bill, the upper house gets it for review: 2 months for regular bills, 15 days for Money Bills. If they approve, great — it goes to the President. If they suggest changes, it goes back to the HoR. If they reject it entirely, a joint session decides. If they just sit on it past the deadline, the HoR can bypass them entirely. The HoR always wins.
