Art. 98 · Part 8
Joint Session of Both Houses
दुवै सदनको संयुक्त बैठक
💡Highlight any phrase below and we'll explain what it means.
Original Text
The President may summon a joint session of both Houses to resolve disagreements on Bills. The Speaker of HoR presides over joint sessions.
💡 Plain Language Explanation
When the HoR and National Assembly disagree on a bill and can\'t resolve it, the President can call both houses together in a joint session. Since the HoR has 275 members vs. the National Assembly\'s 59, the HoR effectively dominates joint sessions (334 total, HoR is 82%). The HoR Speaker presides.
🇳🇵 नेपाली व्याख्या
विधेयकमा दुई सदनबीच असहमति भएमा राष्ट्रपतिले संयुक्त बैठक बोलाउन सक्छन्। सभामुखले अध्यक्षता गर्छन्।
✅ Good Aspects
Provides a mechanism to break legislative deadlocks.
⚠️ Concerns
HoR\'s numerical dominance means the upper house is effectively overruled in joint sessions.
