Voting

मतदान
Original Text

Decisions in Parliament are made by majority vote of members present and voting, unless the Constitution requires a special majority. The presiding officer does not vote except in case of a tie.

💡 Plain Language Explanation

Most parliamentary decisions need a simple majority of those present and voting. The Speaker stays neutral and only votes to break a tie. But some decisions need higher bars: constitutional amendments need two-thirds of total membership (184 MPs), and some provisions need two-thirds of both houses. RSP\'s 182 seats mean they\'re just 2 short of the amendment threshold.

🇳🇵 नेपाली व्याख्या

बहुमतबाट निर्णय। सभामुखले बराबरीमा मात्र मतदान गर्छन्। संवैधानिक संशोधनमा दुई-तिहाइ चाहिन्छ।

✅ Strengths

Simple majority for regular business keeps Parliament efficient; higher bars for constitutional changes protect stability.

⚠️ Concerns

Whip system means MPs rarely vote independently — party line dominates.
