Voting
Decisions in Parliament are made by majority vote of members present and voting, unless the Constitution requires a special majority. The presiding officer does not vote except in case of a tie.
Most parliamentary decisions need a simple majority of those present and voting. The Speaker stays neutral and only votes to break a tie. But some decisions need higher bars: constitutional amendments need two-thirds of total membership (184 MPs), and some provisions need two-thirds of both houses. RSP\'s 182 seats mean they\'re just 2 short of the amendment threshold.
