Art. 94 · Part 8

Quorum

गणपूरक संख्या
Original Text

One-fourth of the total members of each House shall constitute the quorum for conducting business. If quorum is not present, the presiding officer shall adjourn or suspend proceedings.

💡 Plain Language Explanation

For Parliament to make any official decision, at least one-quarter of members must be present — that\'s 69 MPs in the HoR (275 seats). If fewer show up, the Speaker must adjourn. This prevents a small group from passing laws when most MPs are absent. It\'s a minimum — major votes typically require much higher attendance.

🇳🇵 नेपाली व्याख्या

प्रत्येक सदनमा कुल सदस्यको एक चौथाइ उपस्थित नभई कारवाही हुन सक्दैन।

✅ Strengths

Prevents decisions being made by a tiny minority of present members.

⚠️ Concerns

One-quarter is a low bar — important laws can theoretically pass with just 69 of 275 MPs present.
