Sessions of Parliament are summoned by the President. Parliament must meet at least twice a year. The PM or one-fourth of members can request a special session.

Parliament must meet at least twice a year — no government can avoid Parliament indefinitely. The President formally summons sessions, but the PM or just 69 MPs (one-quarter of HoR) can force a special session.
