Functions of Legislature-Parliament
The Legislature-Parliament exercises legislative authority, oversees the executive, approves budgets, ratifies international treaties, and exercises other powers as provided by the Constitution.
Parliament\'s core jobs: (1) make laws, (2) watch over the government (question hour, investigations), (3) approve the budget, (4) ratify international treaties, (5) amend the Constitution. The government proposes; Parliament disposes. No law, no budget, and no treaty takes effect without Parliament\'s stamp.
व्यवस्थापिका-संसदका काम: कानुन बनाउने, सरकारको निगरानी, बजेट स्वीकृति, सन्धि अनुमोदन।
Clear enumeration of powers establishes Parliament\'s supremacy in lawmaking.
Executive dominance (especially with large majorities like RSP\'s 182) can reduce Parliament to a rubber stamp.
