Delegation of Power
The Government of Nepal may delegate any of its executive functions to subordinate authorities, provincial governments, or local governments as provided by law.
The federal government can push its responsibilities downward — to ministries, departments, provincial governments, or local governments. This is how federalism works in practice: instead of Kathmandu micromanaging everything, it delegates specific functions to the level best equipped to handle them. But delegation doesn\'t mean abandonment — the center retains oversight.

Delegation without adequate resources is hollow — local governments often get responsibilities without matching funds.
