Removal of Difficulties
If any difficulty arises in implementing the Constitution, the President may issue an order to remove such difficulty on advice of the Council of Ministers. Such order must be tabled in Parliament.
This is the Constitution\'s escape valve. When something in the Constitution creates an unforeseen practical problem — a gap, an ambiguity, a transition issue — the President (on Cabinet\'s advice) can issue an order to fix it temporarily. But it must be tabled in Parliament, and it cannot change the Constitution itself. Think of it as a patch, not an amendment.
