International Treaties
Treaties relating to peace and friendship, defense, boundaries, natural resources, or those affecting national laws require ratification by a two-thirds majority of both Houses. Other treaties need simple majority.
Nepal can\'t just sign any international agreement without Parliament\'s approval. Regular treaties need simple majority, but critical treaties — peace, defense, boundaries, natural resources — need TWO-THIRDS of both houses. This is a high bar: it means major international commitments (like border treaties with India or China) need broad political consensus, not just ruling party support.
