Nepal Army
The Nepal Army shall be organized, mobilized, and managed in accordance with federal law. The President is the Supreme Commander. The Council of Ministers controls the Army through the PM.
The Nepal Army operates under civilian control — the President is Supreme Commander (ceremonial) and the Council of Ministers (through the PM) has actual control. The Army\'s size, organization, and deployment are governed by federal law, not military decree. This constitutional subordination of military to civilian authority is a cornerstone of Nepal\'s democracy.

Clear civilian control over military — essential for democratic stability.
Military\'s institutional autonomy in practice is greater than the Constitution suggests; budget scrutiny is weak.
