Art. 285 · Part 32

Citizenship Certificate

नागरिकता प्रमाणपत्र
Original Text

Every citizen of Nepal shall be entitled to obtain a citizenship certificate. The Government shall maintain records of all citizens.

💡 Plain Language Explanation

Every Nepali citizen has the RIGHT to get a citizenship certificate — the government cannot deny it to eligible people. The government must maintain citizen records. This sounds simple but is deeply political in Nepal: millions of people (especially in the Terai/Madhesh and women married to foreigners) have faced delays or denials in getting citizenship, affecting their right to vote, own property, and access services.

🇳🇵 नेपाली व्याख्या

प्रत्येक नेपाली नागरिकलाई नागरिकता प्रमाणपत्र पाउने अधिकार। सरकारले नागरिकताको अभिलेख राख्नुपर्छ।

✅ Strengths

Constitutional right to citizenship documentation — essential for accessing all other rights.

⚠️ Concerns

Citizenship distribution has been deeply politicized; gender-discriminatory provisions remain controversial.
