Every citizen of Nepal shall be entitled to obtain a citizenship certificate. The Government shall maintain records of all citizens.
Every Nepali citizen has the RIGHT to get a citizenship certificate — the government cannot deny it to eligible people. The government must maintain citizen records. This sounds simple but is deeply political in Nepal: millions of people (especially in the Terai/Madhesh and women married to foreigners) have faced delays or denials in getting citizenship, affecting their right to vote, own property, and access services.
