Amendment Restrictions

संशोधन प्रतिबन्ध
💡Highlight any phrase below and we'll explain what it means.
Original Text

An amendment bill that has been rejected by either House shall not be reintroduced within six months. No amendment shall be inconsistent with the spirit of the preamble.

💡 Plain Language Explanation

Two key restrictions: (1) if an amendment bill fails, it cannot be reintroduced for 6 months — no endless retrying, (2) no amendment can contradict the PREAMBLE — the preamble\'s values (sovereignty, democracy, inclusion, federalism, republicanism) are effectively unamendable. The preamble is the Constitution\'s DNA; you can\'t amend yourself out of it.

🇳🇵 नेपाली व्याख्या

अस्वीकृत संशोधन ६ महिनासम्म पुनः प्रस्तुत गर्न नपाइने। प्रस्तावनाको भावना विरुद्ध कुनै संशोधन नहुने।

Good Aspects

6-month cooling period prevents political harassment through repeated amendment attempts.

⚠️ Concerns

\'Spirit of the preamble\' is interpretively broad — the Constitutional Bench would decide what contradicts it.
