Amendment Restrictions
An amendment bill that has been rejected by either House shall not be reintroduced within six months. No amendment shall be inconsistent with the spirit of the preamble.
Two key restrictions: (1) if an amendment bill fails, it cannot be reintroduced for 6 months — no endless retrying, (2) no amendment can contradict the PREAMBLE — the preamble\'s values (sovereignty, democracy, inclusion, federalism, republicanism) are effectively unamendable. The preamble is the Constitution\'s DNA; you can\'t amend yourself out of it.
