Provincial Consent for Amendment
Amendments affecting provincial boundaries, distribution of state powers between federation and provinces, or matters relating to the concurrent list require passage by majority in at least half of the provincial assemblies.
Provinces get a VETO on changes that affect them. Amendments touching: (1) province boundaries, (2) power distribution between federal and provincial government, (3) the concurrent powers list — must be approved by a majority vote in at least FOUR of the seven Provincial Assemblies. This means Kathmandu cannot unilaterally reorganize provinces or strip their powers.
