Amendment by Two-Thirds
Amendments to certain fundamental provisions — sovereignty, territorial integrity, federal structure, secularism, republicanism, and fundamental rights — require an additional step beyond the two-thirds parliamentary vote.
Not all parts of the Constitution are equally hard to change. The most sacred provisions — Nepal\'s sovereignty, republican system (no return to monarchy), secularism, fundamental rights, and federal structure — have EXTRA protection. For these, even a two-thirds parliamentary majority isn\'t enough; additional safeguards like provincial consent and potentially a referendum apply.
