Art. 277 · Part 31

Amendment by Two-Thirds

दुई तिहाइ बहुमतद्वारा संशोधन
Original Text

Amendments to certain fundamental provisions — sovereignty, territorial integrity, federal structure, secularism, republicanism, and fundamental rights — require an additional step beyond the two-thirds parliamentary vote.

💡 Plain Language Explanation

Not all parts of the Constitution are equally hard to change. The most sacred provisions — Nepal\'s sovereignty, republican system (no return to monarchy), secularism, fundamental rights, and federal structure — have EXTRA protection. For these, even a two-thirds parliamentary majority isn\'t enough; additional safeguards like provincial consent and potentially a referendum apply.

✅ Strengths

Extra-protected provisions prevent any single government from fundamentally altering Nepal\'s democratic character.

⚠️ Concerns

RPP\'s demand to restore Hindu state status would require clearing this highest constitutional bar — effectively impossible.
