Amendment Procedure
A Bill to amend the Constitution may be introduced in either House. It must be passed by two-thirds majority of the total existing members in each House separately.
To amend the Constitution: (1) any MP can introduce an amendment bill, (2) it must pass BOTH houses separately with two-thirds majority — that\'s 184 of 275 in HoR and 40 of 59 in the National Assembly. This is deliberately hard. Nepal\'s Constitution was written through years of conflict and negotiation; changing it shouldn\'t be easy. RSP with 182 seats is tantalizingly close but still needs allies.

High threshold prevents ruling parties from casually rewriting the constitutional order.
Very high bar also makes it nearly impossible to fix legitimate constitutional flaws.
