Amendment of Constitution

संशोधन
Original Text

To amend the Constitution: (1) Bill must pass by 2/3 majority in both Houses. (2) Amendments altering State boundaries, power distribution, national symbols, citizenship, and electoral system also require passage by majority in 50%+ of provincial assemblies.

💡 Plain Language Explanation

To change the Constitution, you need: (1) 184 of 275 HoR members (RSP has 182 - just 1 short!), (2) 40 of 59 National Assembly members. For major structural changes (province boundaries, federal structure), additionally need FIVE of seven provincial assemblies to agree. This is WHY RSP's 182 seats is such a critical number.

🇳🇵 नेपाली व्याख्या

संशोधनका लागि दुवै सदनमा दुई तिहाइ बहुमत। संघीय संरचना फेर्न प्रदेश सभाको पनि अनुमोदन।

✅ Strengths

High threshold prevents impulsive constitutional changes.

⚠️ Concerns

RSP at 183 (1 short of 2/3) means they need at least 1 ally from other parties for amendments.
