No person shall be held in preventive detention unless there is sufficient ground of existence of threat to sovereignty, territorial integrity, or public order.

You cannot be locked up just because the government SUSPECTS you MIGHT do something wrong. Preventive detention is only allowed if there is a genuine threat to national security or public order — and even then, the law limits it to 6 months maximum.
