Nepal Army
Nepal Army shall function under direction and control of the Council of Ministers through the President. Army deployment for civilian purposes requires approval of National Security Council.
The military is under civilian (elected government) control - this is non-negotiable under the constitution. The army cannot make political decisions. To use the army for anything inside Nepal (disaster relief, internal security), the National Security Council (PM + ministers + army chief) must approve. The 1990s civil war era of politically aligned military is over.
नेपाली सेना मन्त्रिपरिषद्को निर्देशन र नियन्त्रणमा रहन्छ। सेना नागरिक प्रयोजनमा NSC अनुमोदनपछि मात्र।
