Local governments may make laws on matters within their jurisdiction as listed in Schedule 8 (Local Powers) and Schedule 9 (Concurrent Powers of all three tiers).
Your municipality can actually make laws — on local markets, local roads, sanitation, local taxes, building permits, local festivals, and everything in Schedule 8. These aren\'t mere bylaws; they\'re actual enforceable laws within the local government\'s territory. Nepal\'s 753 local governments each have this legislative power — a massive decentralization from the old centralized system.
