Art. 212 · Part 17
Local Executive Head
स्थानीय कार्यपालिका प्रमुख
💡Highlight any phrase below and we'll explain what it means.
Original Text
The Mayor (in municipalities) or Chairperson (in rural municipalities/Village Executives) is the head of local executive, directly elected by citizens.
💡 Plain Language Explanation
Unlike provincial CMs (elected by assemblies), local leaders are DIRECTLY elected by citizens. Voters pick their Mayor or Village Chairperson themselves. This is the most direct form of democracy in Nepal — you choose your local leader, not a party. The mayor/chairperson runs the local government and is directly accountable to voters.
🇳🇵 नेपाली व्याख्या
मेयर (नगरपालिका) वा अध्यक्ष (गाउँपालिका) — नागरिकले सिधै निर्वाचित। प्रत्यक्ष लोकतन्त्र।
✅ Good Aspects
Direct election makes local leaders immediately accountable to citizens.
⚠️ Concerns
Mayoral power can become personal fiefdoms in small municipalities with weak oversight.
