Provincial Law Authentication

Original Text

After a Bill is passed by the Provincial Assembly, the Speaker certifies it and presents it to the Provincial Chief for assent. The Provincial Chief must assent within 15 days.

💡 Plain Language Explanation

A provincial bill becomes law when: the assembly passes it, the Speaker certifies it, and the Governor signs it within 15 days. Like the President at the federal level, the Governor\'s assent is essentially ceremonial — they can send it back with a message, but if the assembly passes it again, they must sign.

✅ Strengths

Clear timeline prevents gubernatorial obstruction of provincial legislation.

⚠️ Concerns

Governor\'s lack of real veto means no executive check on potentially problematic provincial laws.
