Powers of Provincial Chief
The Provincial Chief summons and prorogues Provincial Assembly sessions, appoints the Chief Minister, gives assent to provincial bills, and acts on the advice of the Provincial Council of Ministers.
The Governor\'s formal powers: (1) summon/end Provincial Assembly sessions, (2) appoint the CM, (3) sign provincial bills into law, (4) address the Assembly. But here\'s the catch: the Governor acts on the CM\'s advice for almost everything. The Governor doesn\'t independently decide — they\'re a constitutional rubber stamp, much like the President at the federal level.
