Provincial Chief (Governor)
There shall be a Provincial Chief in each Province, appointed by the President on recommendation of the Prime Minister. The Provincial Chief is the head of the Province.
Each province has a Governor (Provincial Chief) — appointed by the President on the PM\'s recommendation, NOT elected by the province. The Governor is the province\'s ceremonial head: they appoint the Chief Minister, summon and prorogue the Provincial Assembly, and give assent to provincial bills. In practice, they act on the CM\'s advice.

Provides a constitutional figurehead for each province.
Federally appointed Governor is seen as Kathmandu\'s agent; provinces have demanded elected governors.
