Provincial Council of Ministers
The Provincial Council of Ministers shall consist of the Chief Minister and a maximum of 20% of the Provincial Assembly members or 5, whichever is higher. At least one-third must be women.
Provincial cabinets are deliberately kept small — maximum 20% of assembly members or 5 ministers, whichever is higher. At least one-third must be women. So in a 40-member assembly, the cabinet can have at most 8 ministers including the CM. This prevents bloated governments and ensures women\'s representation in the executive.
