The House of Representatives may make a grant in advance to meet unexpected demand upon resources of Nepal when the demand cannot be stated with details for the magnitude or indefinite nature of the service.

For truly extraordinary situations — a massive earthquake, a pandemic, a sudden security crisis — where the government can\'t even estimate how much money is needed, Parliament can authorize a \'blank\' grant. The government gets the money first and accounts for it later. This is the most powerful financial tool and most rarely used.
