Votes on Account

लेखानुदान
💡Highlight any phrase below and we'll explain what it means.
Original Text

When an Appropriation Bill is under consideration, a portion of estimated expenditure may be incurred in advance. The Vote on Account shall not exceed one-third of estimated expenditure.

💡 Plain Language Explanation

What happens if the new budget isn\'t passed yet but the fiscal year starts? The government needs to keep paying salaries, running hospitals, etc. This article allows temporary spending of up to ONE-THIRD of the proposed budget while Parliament is still debating. It\'s a stopgap — not a license to spend freely.

🇳🇵 नेपाली व्याख्या

विनियोजन विधेयक विचाराधीन हुँदा अनुमानित खर्चको एक-तिहाइसम्म अग्रिम खर्च गर्न सकिन्छ — लेखानुदान।

Good Aspects

Prevents government shutdown while budget is debated — essential services continue.

⚠️ Concerns

The one-third cap is generous; governments sometimes use this to delay budget passage.
