When an Appropriation Bill is under consideration, a portion of estimated expenditure may be incurred in advance. The Vote on Account shall not exceed one-third of estimated expenditure.
What happens if the new budget isn\'t passed yet but the fiscal year starts? The government needs to keep paying salaries, running hospitals, etc. This article allows temporary spending of up to ONE-THIRD of the proposed budget while Parliament is still debating. It\'s a stopgap — not a license to spend freely.
