Federal Contingency Fund
A Federal Contingency Fund shall be established under law. The Finance Minister may make expenditure from it for unforeseen purposes, but amounts spent must be reimbursed from the Consolidated Fund with Parliament\'s approval.
This is the government\'s emergency piggy bank — a separate fund kept ready for genuine surprises. The Finance Minister can spend from it without waiting for Parliament, BUT must later go to Parliament for approval and reimburse the fund. It\'s designed for speed in emergencies while still maintaining democratic accountability after the fact.
संघीय आकस्मिक कोष — आपत्कालीन खर्चको लागि छुट्टै कोष। अर्थमन्त्रीले खर्च गर्न सक्छन् तर पछि संसदबाट स्वीकृति लिनुपर्छ।
Enables rapid emergency response — crucial for disaster-prone Nepal.
Size of the fund and oversight of its use have been questioned; reimbursement approval is often a formality.
