Appropriation Act

विनियोजन ऐन
💡Highlight any phrase below and we'll explain what it means.
Original Text

The moneys to be spent under an Appropriation Act shall be specified under concerned heads in an Appropriation Bill, laid before Parliament by the Finance Minister.

💡 Plain Language Explanation

This is the formal budget law. The Finance Minister must present a detailed budget to Parliament showing EXACTLY how much goes to each ministry and department. Parliament debates it, can amend it, and must pass it as the Appropriation Act before the government can spend. Think of it as Parliament writing the government a specific cheque with conditions.

Good Aspects

Gives Parliament direct control over government spending — democratic accountability at its core.

⚠️ Concerns

Budget debates often become political theatre rather than genuine scrutiny of spending priorities.
