Annual Budget
The Finance Minister shall present to a joint sitting of both Houses the annual estimate of revenues and expenditures for each financial year, including: estimates of revenues, charges on Consolidated Fund, and expenditures to be voted on.
Every year, the Finance Minister presents the national budget at a joint session of both parliament houses. The budget details all government income (taxes, fees) and all planned spending. Parliament must approve it. Nepal's financial year runs July to June (Shrawan to Ashadh).
अर्थमन्त्रीले प्रत्येक वर्ष दुवै सदनको संयुक्त बैठकमा वार्षिक आय-व्ययको अनुमान पेश गर्छन्।
Parliamentary control over public money prevents unilateral government spending.
Budgets chronically underspent - capital expenditure implementation below 50% historically.
