National Assembly
The National Assembly (upper house) consists of 59 members: 56 elected from Provincial Assemblies and 3 nominated by the President. It is a permanent house — one-third retire every 2 years.
Nepal\'s upper house has 59 members: 8 from each of the 7 provinces (56 total) elected by provincial assemblies, plus 3 nominated by the President (including at least 1 woman). Unlike the HoR, the National Assembly NEVER dissolves — it\'s permanent, with one-third of members rotating out every 2 years. This provides legislative continuity even if the lower house is dissolved.
