Conduct of Business in Committee

Committee meetings require a quorum, proceedings are governed by rules, and committees may examine witnesses, require documents, and submit reports to Parliament.

Committee rules: they need quorum to operate, can call witnesses (including ministers and officials), demand government documents, and must submit formal reports to Parliament. Committee reports can trigger parliamentary debates, investigations, or even impeachment proceedings. A strong committee system is the engine of parliamentary accountability.
