This Part defines key terms used throughout the Constitution, including "Article," "Province," "local level," "law," "Government of Nepal," and other constitutional terminology. It also sets rules for constitutional interpretation.

This is the Constitution\'s dictionary. Every time the Constitution says \'Government of Nepal,\' \'Province,\' \'local level,\' \'law,\' or \'federal law\' — this article defines exactly what those terms mean. It also establishes that when interpreting the Constitution, courts must promote the spirit and objectives stated in the Preamble. Seemingly dry but critically important — legal disputes often hinge on definitions.
