Interim Arrangements

Until federal, provincial, and local governments are fully formed under the new Constitution, existing administrative arrangements shall continue.

Building a three-tier federal system from scratch takes time. Until all 7 provinces and 753 local governments were fully operational (which took until 2017 for local elections and 2018 for provincial elections), the old centralized system continued running. This prevented a governance gap during the years-long transition from unitary to federal Nepal.
