National Reconstruction
The Government shall undertake national reconstruction of infrastructure and institutions damaged during the armed conflict and natural disasters.
After the 10-year Maoist war destroyed infrastructure across rural Nepal, and the 2015 earthquake devastated central regions, this article mandates national reconstruction — rebuilding schools, hospitals, roads, bridges, and government buildings. The National Reconstruction Authority was created specifically for earthquake recovery, rebuilding 800,000+ damaged homes.
