Transitional Justice
The Government shall constitute a Truth and Reconciliation Commission and a Commission on Investigation of Enforced Disappeared Persons to investigate human rights violations during the armed conflict (1996-2006).
Nepal\'s decade-long Maoist conflict (1996-2006) left 17,000+ dead and 1,300+ disappeared. This article mandates TWO commissions: a Truth and Reconciliation Commission (for conflict-era atrocities) and a Disappeared Persons Commission (for the 1,300+ still missing). Both were finally formed but have been criticized for delays and lack of prosecutions. Victims still await justice.
