Existing Employees
All employees of the Government of Nepal in service at the commencement of this Constitution shall continue in service under the same terms until adjusted by federal law.
Every government employee — from secretaries to peons — kept their job when the new Constitution came into force. No mass layoffs, no political purges. Their terms of service continued until new federal laws adjusted them. This protected 400,000+ civil servants during the transition and ensured government services continued uninterrupted.

Some employees resisted federal restructuring that required transfers to provincial or local governments.
