Every citizen shall have the right to proceed in the manner set forth in this Constitution for the enforcement of fundamental rights. The right to apply to the Supreme Court is guaranteed.

This is the "right to use your rights" - if ANY of your 31 fundamental rights are violated, you can file a writ petition in the Supreme Court. Without this, the other 30 rights would be meaningless words.
