Every citizen shall have the right to free basic education. Every citizen shall have the right to get compulsory and free education up to the basic level and free education up to the secondary level.

Basic education (up to grade 8) is FREE and compulsory. Secondary school (up to grade 12) is also FREE. The state must provide schools. Nepali communities can open schools in their own language.
