Party Obligations
Political parties must hold internal elections, publish audited financial accounts, maintain inclusive representation at all levels, and refrain from activities undermining sovereignty, national unity, or communal harmony.
Registered parties MUST: (1) hold regular internal elections (no self-appointed permanent leaders), (2) publish audited accounts publicly (where does party money come from?), (3) maintain inclusive representation — women, Dalits, indigenous, Madheshi — at all levels, (4) not engage in activities that threaten national unity or incite communal hatred. These obligations aim to prevent parties from becoming authoritarian or corrupt internally.
दलहरूले आन्तरिक चुनाव गर्नुपर्छ, वित्तीय लेखापरीक्षण प्रकाशित गर्नुपर्छ, समावेशी प्रतिनिधित्व कायम राख्नुपर्छ।
Internal democracy and financial transparency requirements are world-class on paper.
Enforcement is nearly nonexistent — most parties skip internal elections and publish minimal financial data.
