NNRFC Functions
The NNRFC determines fiscal needs of provinces and local governments, recommends revenue sharing formulas, advises on natural resource royalties, and reviews fiscal equalization grants.
The NNRFC\'s core jobs: (1) calculate how much money each province and municipality needs, (2) recommend revenue-sharing formulas (what % of VAT, income tax, customs goes where), (3) advise on natural resource royalties (hydropower, mining, forests), (4) design equalization grants so poorer provinces like Karnali aren\'t left behind. They\'re the architects of fiscal federalism.
