NNRFC Formation
The NNRFC consists of a Chairperson and members appointed by the President on recommendation of the Constitutional Council. Members must have expertise in natural resources, economics, or fiscal management.
The NNRFC is Nepal\'s fiscal federalism referee — it decides how national revenues are split between Kathmandu, 7 provinces, and 753 local governments. Members are economists and natural resource experts appointed via the Constitutional Council. Without this commission, the federal government could starve provinces and municipalities of funds.

Independent commission prevents arbitrary federal control over subnational finances.
NNRFC recommendations are advisory — the federal government can ignore them in practice.
