PSC Composition and Appointment
The PSC consists of a Chairperson and maximum 4 members, appointed by the President on recommendation of the Constitutional Council. At least 50% must have 20+ years government experience.
The PSC has 5 members max (Chair + 4). They\'re appointed via the Constitutional Council and must include experienced bureaucrats (50%+ with 20+ years in government). This mix of insiders and outsiders is deliberate — insiders understand the system, outsiders bring fresh perspectives. Members serve 6 years, non-renewable.
