Provincial Bill Authentication
After a Bill is passed by the Provincial Assembly, the Speaker presents it to the Provincial Chief. The Provincial Chief shall authenticate it within 15 days.
The final step in making a provincial law: the Speaker sends the passed bill to the Governor, who signs it into law within 15 days. The Governor can return it once with suggestions, but if the assembly passes it again, the Governor must sign — no second refusal. Once authenticated, it\'s published in the provincial gazette and becomes enforceable law.
