Provincial Votes on Account

When the provincial budget is under consideration, up to one-third of estimated expenditure may be spent in advance through a Provincial Vote on Account.

Same concept as the federal Vote on Account but for provinces. If the new provincial budget isn\'t passed yet when the fiscal year starts, the province can spend up to one-third of the proposed budget to keep essential services running — hospitals, schools, police, road maintenance. The temporary spending gets absorbed into the final budget once passed.
