Art. 183 · Part 14
Provincial Public Debt
प्रदेश सार्वजनिक ऋण
💡Highlight any phrase below and we'll explain what it means.
Original Text
A Province may raise loans from internal sources with the guarantee of the Provincial Consolidated Fund, subject to conditions set by federal law.
💡 Plain Language Explanation
Provinces can borrow money — but only from domestic sources (not foreign), only against their Consolidated Fund, and only under conditions set by federal law. This prevents provinces from racking up unsustainable debt or making independent foreign borrowing commitments that could affect national credit ratings.
🇳🇵 नेपाली व्याख्या
प्रदेशले प्रदेश सञ्चित कोषको जमानतमा आन्तरिक स्रोतबाट मात्र ऋण लिन सक्छ — संघीय कानुनको सर्तमा।
✅ Good Aspects
Allows provinces to invest in infrastructure while federal oversight prevents reckless borrowing.
⚠️ Concerns
Borrowing restrictions mean provinces can\'t independently finance major capital projects.
