Revenue sharing between the federal government and provinces shall be as determined by the National Natural Resources and Fiscal Commission.
How is tax money divided between Kathmandu and the provinces? The National Natural Resources and Fiscal Commission (NNRFC) recommends the formula. Factors include population, geography, development index, and revenue generation capacity. This is a perpetual negotiation — provinces want more, the center wants to retain control. The NNRFC is supposed to be the neutral arbiter.
