Composition of Provincial Assembly

प्रदेश सभाको गठन
Original Text

Each Provincial Assembly consists of members elected via a mixed system: 60% FPTP and 40% PR. Total members vary by province population. At least one-third must be women.

💡 Plain Language Explanation

Provincial assemblies use the same election system as the federal parliament: 60% of seats from constituencies (FPTP) and 40% from party lists (PR). Bigger provinces get more seats — Bagmati has the most, Karnali the fewest. At least 33% must be women. The PR system ensures smaller parties and marginalized groups get representation.

🇳🇵 नेपाली व्याख्या

६०% प्रत्यक्ष (FPTP) + ४०% समानुपातिक (PR)। जनसंख्या अनुसार सिट संख्या। एक तिहाइ महिला अनिवार्य।

✅ Strengths

Mixed system balances geographic representation with proportional inclusion.

⚠️ Concerns

PR members are accountable to party leaders, not voters — weakens direct democratic accountability.
