If Parliament is not in session and immediate action is required, the President may, on recommendation of Council of Ministers, promulgate an Ordinance having same force as an Act. Must be tabled within 60 days of next session.

💡 Plain Language Explanation

When Parliament is in recess, the government can bypass Parliament temporarily using an Ordinance - essentially a temporary law. It expires automatically if Parliament doesn't ratify it within 60 days. Presidents have controversially used or delayed this power.
